कोरोना वायरस को महामारी का दर्जा दिया जा चुका है। पूरी दुनिया इसके प्रकोप या उसकी आशंका से लगभग कांप रही हैं। मगर कुछ हैं, जिन्हे इसमें भी कमाई के अवसर और मुनाफ़ों के पहाड़ नजर आ रहे हैं। हमारे देश में मास्क और हाथधुलाऊ तरल – सेनेटाइजर – दस से बीस गुनी कीमत पर बेचे जाने की खबरें आम हो गयी हैं। मौत से डराकर की जा रही यह कमाई किसी भी तरह व्यापार या धंधे की परिधि में नहीं आती, तब भी इसकी आड़ में बाकी जो हो रहा है उसकी तुलना में ये बहुत मामूली-सी चिंदीचोरी है। हालांकि ऐसा करने वालों के प्रोफाइल की एकरूपता विडंबना उजागर करती हैं ; ये वे ही हैं, जो सुबह से शाम तक राष्ट्रवाद के तमगे बाँटते हैं और मुसीबत पड़ने पर राष्ट्रवासियों की जेब काटते हैं। बहरहाल दोष इनका नहीं, उस सांचे का है, जिसने इन्हें इस तरह ढाला।
कोरोना प्रकोप के विश्वव्यापी होने के साथ ही दुनिया भर के कार्पोरेट्स को तो जैसे कमाई और लूट का नया पासवर्ड ही मिल गया है। अमरीकी कारपोरेट ने अपने प्रिय-तम राष्ट्रपति डोनाल्ड ट्रम्प के साथ मिलकर इस मौके का किस तरह इस्तेमाल किया है, इसका विवरण कनाडा की लेखिका और फिल्मकार नाओमी क्लेन ने विस्तार से दिया है। वे बताती हैं कि इस आड़ में सबसे पहले तो ट्रम्प प्रशासन ने मंदी और दिवालियेपन के संकट से जूझ रहे कारपोरेट के लिए बेलआउट पैकेज जारी कर दिए और उसके साथ जितने भी नियामक प्रतिबन्ध थे, उन्हें वापस लेकर खुली छूट दे दी। अगला और कहीं ज्यादा सीधे-सीधे संहार की स्थित पैदा करने वाला काम यह किया कि पे-रोल टैक्स का एलान कर दिया, जिससे सामाजिक सुरक्षा योजना के लगभग दिवालिया हो जाने की आशंका पैदा हो गयी है। नाओमी कहती हैं कि अगले कुछ दिनों में ट्रम्प सामाजिक सुरक्षा योजना का पूरी तरह निजीकरण भी कर दें, तो ताज्जुब नहीं होना चाहिए। गौरतलब है, कुछ दिन पहले अमरीकी राष्ट्रपति ने कोरोना के लिए उपलब्ध सस्ती दवाइयों के बदले एक ऐसी दवा की “सलाह” दी थी जिसे बनाने वाली कंपनी में खुद उनकी भागीदारी है। यह उस अमरीका में हो रहा है, जिसके बारे में स्वास्थ्य शोध से जुड़े संगठनो का मानना है कि यदि कोरोना वायरस ने महामारी की शक्ल ली, तो अकेले अमरीका में करीब 22 लाख लोग मौत के मुंह में जा सकते हैं।
नाओमी के अनुसार ट्रम्प की प्राथमिकताएं क्या है, यह इसी से स्पष्ट हो जाता है कि उन्होंने जिनके लिए मदद का एलान किया है वे एयरलाइन्स, क्रूज कंपनियां, कोयले और पेट्रोल की कंपनियां हैं, जो प्रदूषण की सबसे बड़ी जिम्मेदार हैं। दो दिन पहले ट्रम्प अमरीकी जनता के स्वास्थ्य के सबसे बड़े मुजरिम स्वास्थ बीमा की निजी कंपनियों के प्रमुखों के साथ मीटिंग कर चुके हैं।
इटली में महामारी इतनी तेजी से फैली है कि( देखने के लिए यहाँ क्लिक करें ) वहां की सरकार ने अब कोरोना-ग्रसित बुज़ुर्गों को अपनी मौत मरने के लिए छोड़ दिया है। बाकी कारपोरेट संचालित पूंजीवादी देशों की भी स्थिति यही है। इनके कफ़न खसोट कारपोरेट अपने कबरबिज्जू चाकर राजनेताओं के जरिये अपने खजाने भरने के रास्ते तलाश रहे हैं। वैश्विक आर्थिक मंदी के चलते हुए नुकसान (कम कमाई) से उबरने के लिए कोरोना को उपयोग में लाना चाहते हैं।
भारत में समस्या त्रि-आयामी है। पहली तो केंद्र सरकार का हद दर्जे का गैरजिम्मेदार और “किफायती” रवैया है, जो 14 मार्च को निकले गृह मंत्रालय के नोटिफिकेशन में कुछ ही घंटों में किये “संशोधन” से स्पष्ट हो जाता है। इस नोटिफिकेशन में गृह मंत्रालय ने कहा था कि सारे कोरोना पीड़ितों के इलाज का खर्चा सरकार उठायेगी। यह भी कहा गया था कि कोरोना पीड़ितों की मौत हो जाने पर उसके परिजनों को 4 लाख रूपये का मुआवजा दिया जाएगा। कुछ ही घंटों बाद जारी संशोधित नोटिफिकेशन में से यह दोनों बातें हटा दी गयीं। मतलब न अब सरकार इलाज में कोई मदद करेगी, न मौत पर कोई राहत देगी। जो हुकूमत अपने मात्र छह साल के कार्यकाल में कारपोरेट को 25-30 लाख करोड़ रुपया भेंट कर चुकी हो, जो घोटालेबाज यस बैंक को बचाने के लिए स्टेट बैंक और एलआईसी की जमा-पूंजी दांव पर लगा रही हो – उसके पास इस महामारी के लिए छदाम भी नहीं है!! इतना ही नहीं, खुद प्रधानमंत्री संकेत दे चुके हैं कि उनकी सरकार कोरोना के मुकाबले के लिए जल्द ही कोई टैक्स ला सकती है। यह टैक्स किन पर लगेगा, यह अंदाज लगाने के लिए इसके लिए हॉर्वर्ड में पढ़ा लिखा होना जरूरी नहीं। *खून में व्यापार सिंड्रोम* इसी को कहते हैं।
सवा अरब – कोई 130 करोड़ – आबादी इस तरह दुनिया के दूसरे सबसे बड़ी जनसंख्या वाले देश में, सरकारी अस्पतालों में कोरोना जांच के लिए मुम्बई के एक बड़े डॉक्टर के मुताबिक़, कुल जमा डेढ़ लाख किट बताई जाती हैं। दिल्ली के एक सरकारी अस्पताल के चिकित्सक की लीक हुयी निजी बातचीत के अनुसार ज्यादा टैस्ट इसलिए नहीं कर रहे, क्योंकि उनमें यदि कोई पॉजिटिव निकला, तो हमारे पास इतना इंतजाम नहीं है कि उसे संभाल सकें। यह एक भयावह स्थिति है। इसका समाधान भाषणों और जुमलों से नहीं होगा।
दूसरी समस्या ठेठ हिन्दुस्तानी प्रजाति की है। इसके उपचार की अनेकानेक मौलिक विधियों की बाढ़-सी आ गयी है। इनमे सर्वाधिक लोकप्रिय है गोबर और गौमूत्र, जिसे रामबाण बताकर दरअसल महामारी को न्यौता दिया जा रहा है। यह मोरोना (मूर्खता का) वायरस है। दिक्कत यह है कि खुद सरकार में बैठे लोग इसे प्रचारित कर रहे हैं। एक तरफ प्रधानमंत्री यह सलाह दे रहे हैं कि “सुनी सुनाई बातों या अफवाहों पर भरोसा मत कीजिये।” दूसरी तरफ खुद आयुष जैसा सरकारी विभाग, जिसका मंत्री स्वयं एक सचमुच की डिग्री वाला डॉक्टर है, बिना किसी तरह की वैज्ञानिक पुष्टि के कभी होम्योपैथी, तो कभी यूनानी दवाओं में इसका इलाज बता रहा है।
तीसरी समस्या – हाल के दिनों में लगभग महामारी बन चुकी समस्या – व्हाट्सप्प यूनिवर्सिटी की है, जिसने दुनिया भर में देश का मजाक बनाकर रख दिया है। बजाय बीमारी के वैज्ञानिक विवेचन के इस अवसर का इस्तेमाल भी जिस तरह झूठ और अज्ञान, उन्माद और बिखराव पैदा करने के लिए किया जा रहा है, वह एक बेहद व्यापक और सर्वग्रासी हो चुकी मानसिक रुग्णता के सिवा कुछ नहीं है।
